La lecture du rapport établi par M. Baron pour la municipalité et par Fernand Fabre, pour l'administration du Canal du Verdon, parviennent à convaincre le Conseil municipal de la Ville d'Axi-en-Provence du péril que représente l'état technique et financier du Canal du Verdon qui alimente la commune.<br />

<span>La Compagnie Nationale des Canaux agricoles qui gère le Canal du Verdon est menacée de faillite et n'assure pas son entretien correct. </span>La ville, qui a déjà connu bien des déboires sur ce dossier 20 ans auparavant (délibération du conseil municipal en date janvier 1874), décide alors de reprendre la concession à son profit : au prix d'un sacrifice financier important pour le budget de la ville mais avec la certitude que ce transfert garantira son approvisionnement en eau sur le long terme. Il en confie la gestion à Fernand Fabre, administrateur du Canal, auteur du rapport initial.
